Pay Past Due Dues or Go it Alone

Coalition members must bring annual dues up to date

4/23/07 -- The San Joaquin Resource Conservation District (RCD) has determined that members who signed up for the San Joaquin County & Delta Water Quality Coalition (Coalition) prior to the December 31, 2006 deadline set by the Regional Water Quality Control Board, but have NOT paid their annual dues must bring their dues current by June 15, 2007 or lose their membership to the Coalition. 

Over the past couple of years, some members have not been keeping their annual dues current.  The RCD Board has carried these members over the past years and have been paying the fees for these lands to the State of California as required by law.  The RCD Board, who oversees the Coalition, will not carry these people anymore.  "We cannot afford to continue to pay the State fees for people who do not pay.  In order for our coalition to comply with the law, we must have members who are willing to step up to the plate and comply with the laws and pay their fees on time.   If members do not, farmers and ranchers will have to go it alone and implement their own water discharge program which would be extremely costly," Bill Koster, President of the RCD states. 

As stated in the regulations adopted by the Regional Water Quality Control Board, any landowner or grower who irrigates their land and has water runoff the property must comply with the Irrigated Lands Program (ILP) developed by the Regional Board.  Runoff is defined as any water that leaves the field during an irrigation and any storm event during the winter that is less than a 25 year event.  So, if you have runoff during a normal winter, but do not have runoff during the summer because you use a drip system, you still must comply with the ILP regulations.  For more information on the ILP you can visit the Regional Boards website at http://www.waterboards.ca.gov/centralvalley/programs/irrigated_lands/index.html or contact the Coalition.
