Management Plans As required by law and the Regional Water Quality Control Board (RWQCB), The San Joaquin County and Delta Water Quality Coalition (SJCDWQC or Coalition) initiated water quality monitoring in July 2004 and the program continues to monitor surface waters during the summer irrigation seasons and the storm water runoff season. Since 2004, the Coalition monitoring program has expanded in both the number of sites sampled and constituents tested. Starting in May of the 2006 irrigation season the Coalition samples at 15 sites for numerous water quality variables and constituents including 39 pesticides, E. coli, physical parameters (total dissolved solids, color and turbidity), 8 metals, total organic carbon, nutrients, field parameters (temperature, dissolved oxygen, pH, electrical conductivity), water toxicity to three test species including Ceriodaphnia dubia, Pimephales promelas and Selenastrum capricornutum and sediment toxicity to Hyalella azteca. During the course of the monitoring, exceedances of several constituents have been detected at the monitoring sites. If there is more than one exceedance in a three year period, a management plan must be developed to improve the water quality of the watershed. This is a standard set by the RWQCB within the Irrigated Lands Program. Several management plans have been submitted to the Regional Board for review.
